On June 2, 2019, the Louisiana House of Representatives adopted House Resolution No. 264 at the State Capitol in Baton Rouge, commending Colin Raby on being named Eagle Scout of the Year by the American Legion Department of Louisiana.Raby had already accepted the award at the Legion's state convention in Alexandria, where he spoke to those in attendance. Rep. Franklin Foil of Baton Rouge brought the resolution, and Raby, joined at the Capitol by his parents and members of the American Legion, was recognized on the House floor in his Scout uniform. The House adopted it on a suspension of the rules, and Speaker Taylor Barras signed the enrolled copy the next day, according to the bill's history.

The resolution traces his record as a Scout of Troop 50 in Baton Rouge: Eagle with a Bronze Palm on Aug. 14, 2018; an Eagle project that built an orienteering course at Highland Park, free for public use; a Bronze Patrick Henry Award from the Military Order of the World Wars at his Court of Honor that September; and, sponsored by American Legion Boyd-Ewing Post 58, wins in the Legion's sixth district and then statewide. The Military Order of the World Wars' Baton Rouge chapter presented the Bronze Patrick Henry Medallion on Sept. 23, 2018.
