Context

As Student Government built its budget for the coming fiscal year, Raby, chair of the Budget and Appropriations Committee, explained the money to students: it comes from the $2.20 student activities fee on each fall and spring fee bill and a $1 initiative fee in the spring, about $124,787 that year. "All of our funding is contingent on how many students we have and how many students pay their fee bills," he said.

He laid out how the process works: the Senate has the final say on how money is divided between the branches, and the budget needs a two-thirds vote to pass. Working with executive-branch finance director Byron Hansley, he built the budget the Senate passed two weeks later.
